First Coast Expressway

The First Coast Expressway was one of the first public-private partnership (P3) projects in Florida and the first time the Florida Department of Transportation (FDOT) implemented a P3 to develop an entirely new corridor. RS&H is serving as the owner’s representative to FDOT District 2 for the design and construction of the project, estimated at $1.3 billion.

RS&H developed the design-build criteria packages for the 14-mile segment of SR 23, which will be constructed in two phases. Each design-build contract will be valued at approximately $100 million. Serving as an extension of FDOT’s staff, RS&H has also provided a wide range of services, including design reviews, engineering, identification and evaluation of alternatives, traffic modeling and analysis, project finance, public involvement, costs estimating, scheduling, and construction services, as needed.
