I-75 Express Lanes

As part of our Statewide Public-Private Partnership (P3) and Engineering Support Services contract with the Florida Department of Transportation (FDOT) central office, RS&H is providing owner’s representative services to District 4 for the $480 million addition of a managed lanes system in the median of I-75.

RS&H assisted Districts 4 and 6, as well as Florida’s Turnpike Enterprise, with assessing cost-effective managed lanes concepts involving traffic and revenue analyses; tolling strategies; extensive design, construction, operations and maintenance cost estimate analyses; value engineering; financial feasibility analyses; and alternative delivery options. The evaluation resulted in the division of the District 4 segment into five design-build contracts, including a separate intelligent transportation system (ITS)/tolling integrator contract for the corridor.

RS&H prepared comprehensive Request for Proposal (RFP) packages, including extensive preliminary field investigation reports and conceptual environmental permits, and provided technical advisory to the Review Committee in the procurement of each of the five design-build contracts. RS&H is providing post-award design management services, including plans/shop drawing reviews, utility coordination support, cost-saving initiatives review, change order and supplemental agreement review, tolling equipment contractor and ITS/tolls integrator coordination, estimates and schedule reviews, field/technical issues resolution, monthly invoice and progress report review, and environmental compliance review. RS&H provided support to District 4 in the preparation and review of documentation for Federal Highway Administration oversight, including design-build deliverables, reevaluations, contract changes, project management plan updates, and annual updates of the financial plan.
