The Better Jacksonville Plan, approved by voters in 2000, was a ten-year, $2.25 billion comprehensive growth management program to provide road and infrastructure improvements, environmental preservation, targeted economic development, and new and improved public facilities throughout the greater Jacksonville area. The various projects and programs under the Better Jacksonville Plan were administered by the City of Jacksonville, JEA (the regional utility company), Jacksonville Transportation Authority, and Florida Department of Transportation. By completing the city and JEA work simultaneously, both agencies realized a significant cost savings, as well as a reduced impacts to the community during construction. The Better Jacksonville roadway improvements led to thousands of new jobs in Duval County and added $1.1 billion in economic activity.
As a member of the program management team, RS&H worked as an extension of city and JEA staff, including managing design, construction, project controls, budget, schedule, and cash flows, right-of-way negotiations and acquisitions, multiple agency coordination, and community outreach. Our team managed more than 90 roadway projects with a total cost of over $500 million.
