RS&H Receives Two Annual Texas Institute of Transportation Engineers Awards

[Austin, TX] The national employee-owned engineering, architecture and consulting firm RS&H earned prestigious recognition at this year’s Texas Institute of Transportation Engineers (TexITE) Annual Meeting and Exhibition Awards Luncheon. The team proudly accepted accolades in both individual and planning award categories.  

This year marked the introduction of the Transportation Achievement Award – Individual Category, which acknowledges one individual’s exemplary transportation achievements. Elizabeth High, AICP, GISP, ENV SP, Principal Planner, was the inaugural recipient of this award. High was selected from a pool of highly talented nominees for her leadership and exceptional contributions to enhancing transportation efficiency, promoting resiliency and elevating community engagement. Her selection at the state level elevates her to also be nominated for national recognition, reflecting the breadth of her impact. “Liz’s [Elizabeth] exceptional communication skills and innovative approach to the San Antonio Bike Network Plan have reshaped what sustainable transportation initiatives can achieve,” said Vice President Nick Arnio, PE, PTOE, ENV SP. “Her vision and dedication have set a new benchmark for urban connectivity and community-driven planning.” 

The City of San Antonio’s Bike Network Plan received the 2025 Transportation Achievement Award– Planning Category. The new plan serves as a blueprint for building and maintaining a comfortable, complete and accessible bicycle network for all people, regardless of their age or ability. The RS&H team, led by High, was incredibly grateful to support the City of San Antonio’s efforts to improve safety, usability and sustainable connectivity. 

High and her team, including David Bemporad, AICP, Harley Hubbard PMP, ENV SP, Beverly Davis, AICP, Lauren Schleinat, Sara Serra, AICP, Lizzy Omosebi, Rob Grotefend, GISP, and AJ Thompson, overcame significant logistical challenges to deliver an initiative that promotes sustainability and supports local economic growth. The City of San Antonio Bike Network Plan stands out as an exemplary model of program development, excellence in transportation planning, robust community engagement, and collaborative impact. 

“For many people in San Antonio and across the U.S., walking and biking aren’t just recreational—they’re essential modes of transportation. Everyone deserves access to infrastructure that prioritizes safety, connectivity, and accessibility,” said High. “I’m incredibly proud of this team and their unwavering commitment to shaping a better future for transportation in Texas, and I’m so grateful to my leadership at RS&H for supporting us in fulfilling this mission.”
